The Planning Commission has cleared a draft of Tk 2.02 trillion Annual Development Programme (ADP) outlay for the upcoming fiscal year with priority on transport sector.
On Wednesday (May 8), an extended meeting of the Commission chaired by Planning Minister MA Mannan cleared the draft.
According to it, Tk 1.30 trillion will come from the government’s own resources while the remaining Tk 718 billion from project assistance. However, incorporating the autonomous bodies and corporation’s own fund of Tk 123.92 billion, the draft overall ADP size reached Tk 2.15 trillion.
“The draft ADP for the next fiscal year will be placed before the National Economic Council (NEC) meeting soon,” said Planning Minister Manan told the media after the meeting.
He said that the government has kept continuing all-out efforts to ensure highest utilization of the ADP and hopefully this trend would continue in the next year also.
“The new draft ADP has given special emphasis on human resource development, power, infrastructure, education, and Public Private Partnership (PPP) initiatives,” he added.
Asked whether there would be any new step to break the shackles of lengthiness in project implementation, Mannan said that the government is trying hard to break this trend.
He informed that the Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning would be further strengthened and hopefully good results would come at the end of the year.
About the implementation rate of the Annual Development Programme (ADP) for the July-April period of the current fiscal year, the Mannan said the executing agencies could spend Tk 964.93 billion or 54.63 percent of allocation during this 10-month period.
The ADP implementation rate during the July-April period of the last fiscal year was 52.42 percent or Tk 826.03 billion.
Planning Division Secretary Md Nurul Amin said this draft ADP would be placed before the NEC meeting likely in the next week.
The proposed ADP size for the next fiscal year is 17.18 percent higher than the original ADP size of Tk 1.73 trillion for the current fiscal year (FY19). However, the revised ADP for the current fiscal year came down to Tk 1.67 trillion.
The Transport sector received the highest draft allocation in the new ADP considering the Padma Bridge Project and the Padma Bridge Rail Link project. Besides, the Local Government Division enjoyed the highest allocation as a single Ministry with Tk 297.76 billion.
In terms of sector-wise allocation, the transport sector received the highest draft ADP allocation of Tk 528.05 billion or 26.5 percent of the original ADP followed by the power sector with Tk 260.17 billion or 12.83 percent of original ADP, physical planning, water supply and housing sector with Tk 243.24 billion or 12 percent of the original ADP.
Besides, the education and religious sector received a draft allocation of Tk 213.79 billion (10.55 percent), Science and ICT sector with Tk 175.41 billion (8.65 percent), rural development and rural institution sector Tk 151.57 billion (7.48 percent), health, nutrition, population and family welfare sector Tk 130.55 billion (6.44 percent), agriculture Tk 76.15 billion (3.76 percent), water resources sector Tk 56.52 billion (2.79 percent), public administration Tk 50.23 billion (2.48 percent).
