The government cleared a new law with provisions tethering a dog for a stretch of 24 hours as a punishable offence.The government has cleared a new law with provisions of tethering a dog for 24 straight hours or more as a punishable offence.
The Animal Welfare Act 2018 stipulates that such offences will cause a six-month jail term or a fine of Tk 10,000 or both.
The final draft of the new law was approved on Monday (Feb 11) during the weekly Cabinet meeting presided over by Prime Minister Sheikh Hasina. 
“The new law has been drafted on the basis of the 1920 Cruelty to Animals Act,” Cabinet Secretary Mohammad Shafiul Alam told the media.
He said that it’s the animal owners’ responsibility to refrain from acting cruelly towards their pets.
He added that the law does not encompass sacrificial animals slaughtered for religious festivals.
However, sedating an animal or putting it down under reasonable grounds upon the veterinarian’s approval will not be considered as an offence.
He said that once the law is passed by the House, it will be added to the mobile court law as well.
