Reportedly, due to the indecision of the ministry of education, three thousand teachers are deprived of MPO. However, it’s found that those who have lobbying are getting MPO or Monthly Payment Order.

It’s found that around three thousand teachers plus workers, with certificates from Darul Ihsan University are deprived of MPO.

This has been going on since a high court rule on 13 April, 2016, stated that acceptability of certificates from Darul Ihsan will depend on the jurisdiction of the appointing authority.

Dr. Dipu Moni, said: “the court order about the university can be interpreted in different ways; since the right to accept depends on the hiring body, some institutions are accepting while others are rejecting them.”

Saying that many institutions are in a dilemma, the minister added: “we can ask for more clarification from the court.”

Based on 13 writs from 2006 till 2013, the high court issued a verdict on 2016, closing all campuses of Darul Ihsan University though the certificates awarded by Darul Ihsan were not cancelled.

Now a complication has taken place to decide if teachers holding certificates from the university will get salary and benefits.

The order relating to MPO inclusion said that as per order from the supreme-court, respective education institutes will decide if they will or won’t accept certificates from Darul Ihsan University.

However, that order was stayed. Senior secretary of secondary and primary education, Sohrab Hossain, said: “the order was given without taking opinion form the ministry of law and a final decision will be given after the view of the law ministry is taken.”

On 1 November last, the ministry of law gave an opinion on behalf of the teachers, saying that hiring authority has the discretion to take or refuse the certificates.

However, even after five months have elapsed since the opinion of the ministry of law, no decision about MPO for teachers and workers with certificates from Darul Ihsan University has been taken by the ministry of education.
