Seoul helps Dhaka to build digital public service delivery system

Korea International Cooperation Agency (KOICA) in collaboration with Bangladesh Computer Council and ICT Division held a launching ceremony Sunday to unveil its e-government Master Plan and launched Digital Municipality Service System for Digital Bangladesh in Dhaka Sunday.South Korea is helping Bangladesh to develop a digital system that will make smooth and hassle-free public service delivery.
A citizen will get all services for property management, online councilor certificate, holding tax, water bill, etc. within a single system through online and mobile devices which are less time consuming.

The master plan will ensure implementation of transparent, efficient and accountable public administration, says a KOICA press release.
The project aims to digitize public services for better delivery and greater social inclusion hoping to reach even the vulnerable sections of the society.
During the development of the strategic document, 47 initiatives were discovered for short, mid and long-term implementation to achieve the Digital Bangladesh.
Among these initiatives, the first ranked initiative was ‘Digital Municipality Service System Development’.
KOICA took this as a pilot project and implanted in Mymensingh City Corporation and nine municipalities, namely, Faridpur, Gopalganj, Jhenaidah, Natore, Ramgoti, Singra, Tarabo, Tungipara, and Pirganj.
This pilot project’s aim is to establish a digital platform in municipality sector to manage all types of resources in an organized, effective and efficient way and provide one-stop fast and accurate services to the people of Bangladesh with a budget of $1 million grant.
By using this system, the municipalities’ will become efficient, cost effective in operation, reliable, more transparent, provide better services to citizens, and gain overall improved management in governance which can have the potential to be scaled-up in 328 Municipalities around Bangladesh.
ICT Adviser to the Prime Minister of Bangladesh, Sajeeb Wazed Joy expressed his gratitude to the Korean government for being a constant friend to Bangladesh and enlightened the current government’s commitment to make Bangladesh Digital.
Speaking on the occasion, Korean Ambassador Hu Kang-il thanked the government for the opportunity to contribute in developing digital Bangladesh.
The occasion was graced by Md Tazul Islam, Minister of Local Government, Rural Development & Co-operatives, Zunaid Ahmed Palak, State Minister for ICT Division, N M Zeaul Alam, Senior Secretary of ICT Division, and Joe Hyun-Gue, Country Director of KOICA Bangladesh Office.
