Move to bring migrant middlemen under legal frameworkThe standing committee on Expatriate Welfare and Overseas Employment has proposed to bring the migration middlemen, popularly known as dalals, under legal framework.
Standing Committee member Md Israfil Alam told Bangla Tribune, “We have proposed it. There must some code of conduct for them and they must bear some responsibilities.”
We proposed to give them some sort of ID and all the transaction must be done digitally, he said.
“We have emphasised that there must not be any cash transaction and all the transaction must be recorded,” the lawmaker said.
The issue will be discussed in the next parliament session, he hoped.
Opposing the initiative, former joint secretary of Bangladesh Association of International Recruiting Agencies (BAIRA) Shameen Ahmed Chowdhury Noman said, “The middlemen must be excluded from the recruiting process.”
If they operate in the process, the whole migration cost goes up, he said.
“It is true that middlemen can directly contact with the prospective migrants but we should give more attention to safe migration campaign to aware them,” he said.
Migrants must directly contact with the recruiting agencies through e-recruitment to avoid fraudulent practices, he suggested.
We have demo offices in all districts and there should be mass campaign to aware the migrants to come to the offices to get contact with the recruiting agencies directly, Noman said.
