The ministry of social welfare has finalized the draft rules to implement the maintenance and allowance law 2013 for parents.
The draft states that every child should look after his/her parents and in the absence of children, the service should be provided by an able person of the family.
Additional secretary of the ministry of social welfare, Dr. Md Nasir Uddin, says: “on 10 April last, the allowance regulation was finalized and this was done to implement the law of 2013.”
The regulation gives a guideline about food, accommodation, medical treatment, entertainment and asset security of parents.
The caring of parents includes, hygiene, proper toilet usage, medication at the right time, exercise in the morning and late afternoon. The regulation also states that if parents are ill then their children should provide proper treatment.
If the children are deceased then the supporting committee can send parents to treatment centres.
The draft law clearly states that no forms of deception may be adopted to take over the control of assets belonging to parents. It further adds that exploitation of parents for personal benefit should be rejected and they cannot be coaxed in to handing over the property or money.
In case parents do not have property or assets, they cannot be blamed; efforts need to be taken to ensure the participation of parents in social events and they should be helped in opening, DPC, FDR or health insurance.
The parents should also be given the right to vote and follow the religious faith as per their preference.
Based on parents’ desire, travel, entertainment like books and films need to be arranged.
When a parent dies, children have to be present and if they are unable for some reason then proper burial has to be ensured through a representative. After interment, all debts of the parents have to be cleared.
