Dhaka to raise Rohingya issue in several UN forums

The issue will be discussed at the ongoing UN Human Rights Council in Geneva.
For the UN General Assembly later this month in New York, Dhaka is working with other countries to put pressure on Myanmar to take back the Rohingyas.
Bangladesh is now home to over 1.1 million Rohingyas after some 700,000 crossed into Bangladesh from August last year, when Rohingya insurgent attacks on Myanmar security forces triggered a sweeping military response in northern Rakhine.
A senior Bangladesh official said that the UN-mandated Fact Finding Mission is going to present its full report on Myanmar before the Human Rights Council on Sept 18.
“We are also planning to hold a sideline meeting on Rohingyas the same day, which will discuss the root cause of the problem and how to solve it”, he added.
Bangladesh aims to establish that Myanmar is persecuting Rohingyas only because of their ethnicity and religion, said the official. “If that can be done, then there would be international pressure on Myanmar to change its social structure and attitude which will ultimately help the Rohingyas.”
He said that Organisation for Islamic Cooperation (OIC) and European Union (EU) will separately put forward two resolutions on Rohingyas at the Council and it is expected that after discussion, one resolution will be adopted in September.
“We are trying to incorporate a mechanism in the resolution so that UN will investigate the crimes against humanity committed inside Myanmar,” he said.
It is not a new concept as International Impartial and Independent Mechanism (IIIM) has already been set up under UN to find out human rights violations in Syria, he said.
“It can be IIIM model or it can be separate model, but if it can be established, then it would be easy to bring Myanmar perpetrators to justice,” he added.
Prime Minister Sheikh Hasina will present the Rohingya case in her speech at UN General Assembly, possibly on Sept 27, according to another official.
“During the last Assembly, she presented the five-point proposal but things have changed since then, so will her proposals,” he said.
Violence has stopped in Rakhine while Bangladesh and Myanmar signed a bilateral arrangement to bring back the forcibly displaced people.
It is expected that repatriation and accountability will be priority in her speech, the official said.
Hasina will also meet a series of dignitaries with whom she will discuss the Rohingya issue, added the official.
She is expected to have meetings with Estonian president, Netherland prime minister, UN secretary-general and chiefs of different UN agencies.
Another official said there is a good possibility that Indian Prime Minister Narendra Modi might attend the UNGA and it that case, the two premiers will definitely sit for their fourth meeting in the current year.
