The government had given a guideline two years ago to prevent arbitrariness and indiscipline in appointing and promoting teachers at public universities of the country. However, it’s found that there is slackness in following this guideline.
To ensure its complete implementation, University Grants Commission, UGC, will have a discussion with vice-chancellors of different public universities on September 12 next.
In 2016, an intelligence report found that in appointing teachers, only spoken test is taken. Suggestion was made to take both written and spoken tests with police verification made mandatory to ensure that people with criminal records are not appointed.
At the same time, it’s important to develop an attractive salary plus benefits package to attract talented people.
When the guideline was launched in 2016, several leaders of the university teachers’ association told the UGC and the ministry that they are not obligated to adhere to the clauses in the guideline.
While some universities are following the rules, others are resorting to their own methods, which often lack transparency.
In this regard, the UGC has organized a workshop on Sept 12.
UGC chairman Abdul Mannan said, “We will discuss how the guideline can be followed at all public universities.”
